Crime Trends

Crime statistics for 2003 represent reported occurrences at properties in Santa Barbara and Isla Vista, owned or operated by the University of California Regents. It should be noted that during 2003, the University acquired Francisco Torres Residence Hall with a resident population of approximately 1300 residents. This acquisition had an impact of reported crimes for 2003.

Total reported Part I Offenses in 2003 (four hundred thirty-three) increased by 20% compared to 2002 (three hundred sixty-two).

There were nine Part I Violent Crimes reported in 2003, up from two in 2002.

There were four hundred twenty-four Part I Property Crimes reported in 2003, compared to three hundred sixty in 2002, an increase of 18%.

Burglary increased from twenty-nine in 2002 to fifty-eight in 2003. Lar-cenies increased from three hundred twenty-four in 2002 to three hundred fifty-nine in 2003. Motor Vehicle Thefts decreased by one and Arson increased by one from 2002.

The department achieved a 66% clearance rate for Part I Violent Crimes and a 9% clearance rate for Part I Property Crimes. The overall clearance rate in 2003 for all Part I Offenses was 10%.

Violent Crime

Homicide

No reported homicides in 2003

Rape

One reported rape in 2003. The female victim was incapacitated by alcohol and declined to prosecute the male acquaintance.

Three attempted rapes in 2003. Two of the assaults were committed in the newly acquired residence hall by the same suspect, who was arrested. The other assault took place in a restroom during commencement. The suspect is still outstanding.

Robbery

One robbery was reported in 2003. The victim was accosted by two suspects who beat him up and took his skateboard. The suspects were arrested when patrol officers discovered them chasing the victim down the roadway.

Aggravated Assault

Four aggravated assaults were reported in 2003. One incident involved a fight during a basketball game where the victim had a tooth knocked out. Another involved a domestic violence incident where the suspect punched and broke the nose of a non-involved party who tried to stop the altercation. The suspect also was combative with the arresting officers and assaulted them. Another was a subject who was upset over receiving a parking citation and swerved his vehicle towards the Parking Services employee as the vehicle accelerated. The final assault was also domestic violence, and involved parties that had been dating. She accused him of intentionally hitting her with a car in a parking lot, and he accused her of jumping on his car as he attempted to leave to avoid her.

Property Crime

Summary

  • Fifty-eight burglaries – twenty-nine more than 2002
  • Two hundred forty-three bicycle thefts - sixty-five more than 2002
  • One hundred sixteen other thefts – thirty less than 2002
  • Four motor vehicle thefts - one less than 2002
  • Three arsons - one more than 2002

Burglary

There were nine forced entries, forty-three non-forced entries, and six attempted forced entries for a total of fifty-eight burglaries reported in 2003. Arrest or exceptional means cleared six of the burglaries.

Larceny - Theft

There were two hundred forty-three bicycle thefts in 2003, compared to one hundred seventy-eight in 2002. Arrest or exceptional means cleared fifteen of the theft cases. Other thefts totaled one hundred sixteen in 2003, compared to one hundred forty-six in 2002. Arrest or exceptional means cleared fourteen of these thefts.

Motor Vehicle Theft

Four motor vehicle thefts were reported in 2003, compared to five in 2002.

Arson

Three arsons were reported in 2003, compared to two in 2002.
